§ Mr. MellorThirty-four per cent. of prison establishments (42) in England and Wales were in use as prisons before 1890. Many of these have, of course, been substantially altered or reconstructed since they first opened as prisons. In addition, 4 per cent. of establishments (five) are in premises which are partly or wholly over 100 years old but which have been converted to prison service use more recently.
