§ Mr. WaldegraveThe missile technology control regime (MTCR) aims to control transfers that could make a contribution to nuclear weapons delivery systems other than manned aircraft. Launch and ground support equipment and facilities usable for delivery systems falling within the MTCR parameters are already covered under item 12 of the MTCR equipment and technology annex.
