§ Mr. MellorInmates need to be kept in conditions of security appropriate to the nature of the individual prisoner and his offence. Establishments already seek, within available resources, to provide balanced and integrated regimes which keep inmates as fully occupied as possible. Programmes of activities include physical education, exercise and, where practicable, opportunities for outside work.
