§ Mr. TrippierWithin the Department of the Environment we have announced changes to the building regulations which will result in significant improvements in energy efficiency. The principal sources of emissions of carbon dioxide are from the energy and transport sectors, and measures to reduce these are a matter for my right hon. Friends the Secretaries of State for Energy and for Transport.
