§ Lord James Douglas-HamiltonIn approving Scottish Homes programme for any year, my right hon. and learned Friend also agrees the amounts which Scottish Homes proposes should be spent on particular functions. The allocation of funds to specific areas is then a matter for Scottish Homes.
