§ Mr. PortilloThe Government believe that the use of buses in London will increase only if bus operators are able to offer improved standards of service. Our goal is to create an environment in which operators have the ability and the incentive to raise standards of service. Our policy of promoting competition in the London bus market, the quality of service objectives which we have set for LRT bus services and the proposals in "Traffic in London" are all intended to further this goal.
