To ask the Secretary of State for the Environment if he has any proposals to protect home owners from undue harassment from developers.

My right hon. Friends the Secretary of State and the Secretary of State for Wales have today issued a consultation paper seeking views on a proposal to include a statement of owners' property rights on the certificates which have to be served on the owners of land which is the subject of a planning application. The paper also invites comments on proposals to amend the General Development Order 1988 to provide general planning permissions(a) to install equipment for driver information systems, (b) to install postal pouch boxes, (c) to install liquefied petroleum gas tanks for dwelling houses, (d) so that industrial and warehouse extensions erected as permitted development under schedule 2, part 8, can be used for workplace-related social, recreational and welfare purposes; and on a proposal to amend the Use Classes Order 1987 so as to include launderettes and dry cleaning establishments within the shops use class (A1). This last proposal is not associated with the independent research into the effects of the order which is being carried out on behalf of the Department.
