To ask the Secretary of State for Wales if he permits the use of capital receipts by health authorities in Wales to fund revenue spending; and if he will make a statement.

Health authorities are permitted a degree of in-year flexibility in the use of their revenue and capital resources. An authority can vire up to 1 per cent. of its final approved revenue cash limit to capital, and conversely up to 10 per cent. of its final approved capital cash limit to revenue. In the event that an authority wishes to exceed its permitted virement limits, this may be allowed if the excess virement requirement can be contained within the all Wales virement totals.
