What steps they, the Commonwealth and the United Nations are taking to implement UN Resolution 432, and in particular the return of Walvis Bay to Namibia.

We remain committed to the principle of UN Security Council Resolution 432 that Walvis Bay should be reintegrated into Namibia. In the first instance, we believe this issue is best resolved through negotiations between Namibia and South Africa.
