§ Mr. PortilloConsideration of applications for goods vehicle operator licences is the responsibility of local independent licensing authorities. Local highway authorities have a right of objection to such applications. It is for the highway authority concerned to consider what action, if any, should be taken, using its traffic regulations powers, in respect of traffic generated by a goods vehicle operating centre.
