§ Mr. WaldegraveMy right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs met the Kuwaiti Foreign Minister at the EC/GCC ministerial meeting in Muscat on 17 March where Foreign Ministers of both groupings discussed issues of common interest. His last bilateral meeting with a Kuwaiti Minister was in November 1989 with the Minister of the Interior.
