§ Mr. GristThe acting chief medical officer wrote to all doctors in Wales on 10 November 1989 to give them information and guidance about the certification procedure for exemptions from the personal community charge on grounds of severe mental impairment. The ACMO's letter, a copy of which I am placing in the Library, included guidance on the criteria according to which severe mental impairment is to be judged.
