§ Lord James Douglas-Hamilton[holding answer 2 April 1990]: Non-HRA capital allocations for 1990–91 were 542W determined on the basis of relative housing needs taking account of the authorities' own plans and priorities for tackling these needs. On this basis, Orkney Islands council has received an allocation of £1.15 million and Shetland Islands council has received £0.45 million, the latter meeting the council's request for resources virtually in full.
