§ Mr. FreemanSection 11 came into force on 18 December 1989 and the first report was laid before the House on 21 December 1989. The report has been subsequently printed and distributed to health and local authorities. It is hoped that the information in the report, on services for people with a mental illness or mental handicap, will be of assistance to authorities in developing good community care services in line with the Government's policies.
