§ Mr. ScottMeasures introduced in October 1989 targeted £200 million of additional help on less well-off, elderly and disabled pensioners. These changes mean that 2.6 million pensioners will gain, by up to £2.50 a week in the case of single people and £3.50 a week for couples. Provision in the current Social Security Bill will enable pensioners who are terminally ill to receive attendance allowance without having to serve the normal 26-week qualifying period.
