asked Her Majesty's Government:

Whether the Prime Minister's suggestion (referred to us by US Ambassador Cooper, Chief Negotiator, Defence and Space Talks, NATO Review, August 1989) for "predictability measures to provide transparency to both sides' research and testing of strategic defences" implies the Prime Minister's approval of United States testing in space of ABM systems (other than in accordance with a strict interpretation of the ABM treaty); and, if not, what interpretation is to be put on her suggestion.

Predictability in research and testing in this field is desirable, regardless of how the ABM treaty is interpreted.
