§ Mr. ChopeNo such estimate has been made. It would be possible to construct a theoretical estimate based on information reported by Lambeth council, but as authorities are free to vire receipts and borrowing between services in 1988–89, and to use receipts for non-prescribed capital expenditure, such a theoretical estimate would be of limited value.
