Mr. Favell

To ask the Secretary of State for the Home Department if he will introduce regulations prohibiting the use in shooting clubs of targets depicting human beings.

I would refer my hon. Friend to the reply that my hon. Friend the Minister of State gave him on 26 October at column1031. I recognise that some targets used in non-international disciplines may be regarded as being in poor taste, but I am not aware of any risk to public safety arising from their use. We have no plans, therefore, to prohibit their use.

To ask the Secretary of State for the Home Department if he will introduce regulations to provide for vetting by the police of persons seeking temporary membership of shooting clubs.

There is no statutory power under the Firearms Acts 1968 to 1988 to introduce regulations for this purpose. As my hon. Friend the Minister of State informed my hon. Friend on 26 October at column1031 we are looking most closely at the issue of temporary membership of gun clubs to see whether further controls are necessary.
