To ask the Secretary of State for Foreign and Commonwealth Affairs what representations have been made to the Russian authorities about the case of Boris and Alla Kelman and their sons Efim and Maxim of Leningrad.

We have raised this case frequently with the Soviet authorities, most recently when my right hon. Friend the then Secretary of State for Foreign and Commonwealth Affairs met Mr. Shevardnadze in New York on 29 September. We understand that Boris Kelman's secrecy restrictions have now been removed and the family should be free to emigrate. We will maintain our pressure until they actually leave the USSR.
