To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make representations to the Indian Government on the refusal to issue visas to members of Amnesty International to investigate the human rights situation in the Punjab.

We have in the past made it clear to the Indian authorities that we regard Amnesty International as a serious and responsible organisation. But the issuing of visas is a matter for the Indian Government.
