§ Mr. FlynnTo ask the Secretary of State for the Environment what consideration he has given to the effect of community charge capping upon the ability of local planning authorities fully to evaluate environmental assessment statements submitted in planning applications under the new European Community directive.
§ Mr. ChopeIf any local authorities were selected for capping, the limits on the budgets proposed would take account of the individual circumstances of the authorities concerned.
