asked Her Majesty's Government:

Whether any community charge will be levied on au pair girls who stay in the United Kingdom for fewer than 12 months, who are paid only pocket money, and who attend classes in English on a part-time basis; and, if so, whether they will exempt au pair girls from liability to pay the community charge.

All individuals aged 18 or over, including au pairs, will be subject to a personal community charge if they are solely or mainly resident in Great Britain. It will be for community charges registration officers to decide whether a person is solely or mainly resident in their area, and length of stay will clearly be an important factor in this decision. There are no proposals to provide an exemption for au pairs, though, in common with other people on low incomes, they may qualify for rebates of up to 80 per cent. of the charge.
