asked Her Majesty's Government:

Whether they are satisfied that Hammersmith Council have cleared the litter and rubbish from the central reservation of the A.4; and to ask them to explain why the work has taken five months and whether the council will give an assurance that they will keep this major route into London clean in future; and

Whether, and if so when, the Chiswick Council intend to carry out their instruction to clear the rubbish from the central reservation of the A.4 between the boundary with Hammersmith Council and the elevated section of the M.4.

My letter of 18th October to the noble Lord explained the background to this matter following earlier questions on 5th April (Official Report, col. 1186), 28th June (Official Report, col. 833), 19th July (Official Report, col. 901) and 18th October (Official Report, col. 1016).

I am satisfied that the Boroughs of Hounslow and Hammersmith and Fulham have now fulfilled their obligations, as trunk road agents for the Department, to clear the central reserve for safety purposes in the current six-month maintenance period. Cleaning for amenity and public health purposes is the responsiblity of the boroughs themselves.
