To ask the Secretary of State for Education and Science what assumptions as to real and nominal interest rates have been made in his calculations of the cost of the student loans scheme.

The costings set out in annex E of Cm. 520 are expressed in constant prices, and are accordingly not affected by interest rate assumptions.
