To ask the Secretary of State for Energy what European Community directives and regulations on environmental protection in regard to the energy sector have not been implemented since May 1979; and what is the reason in each case for the non-implementation.

Responsibility for implementating EC directives and regulations on environmental protection rests with my right hon. Friend the Secretary of State for the Environment. However, I am advised that the only directive relating mainly to environmental protection in regard to the energy sector not implemented since May 1979 is the Large Combustion Plants Directive (88/609/EEC). This was adopted by the European Community on 24 November 1988 and is to be implemented by 30 June 1990. On 31 August the Department of the Environment published the Government's proposals for implementing this directive.
