§ Mr. MellorThe inter-departmental consultative group meets once a year or more frequently if appropriate.

- Department of the Environment
- Ministry of Defence
- Home Office
- Cabinet Office
- Welsh Office
- Scottish Office
- Association of County Councils
- Association of Metropolitan Authorities
- National Council for Voluntary Child Care Organisations
- Voluntary Organisations Liaisons Council for Under Fives
- Under Fives Unit of the National Children's Bureau
- Commission for Racial Equality
- Representatives of other organisations may be invited if there are relevant agenda items.
