§ Lord James Douglas-HamiltonScottish Homes assumed its full powers on 1 April 1989, when it also took over the responsibilities of its predecessor bodies. The figures for housing completions below relate to the first two full years of Scottish Homes' operations. The enabling programme is the housing association programme funded by Scottish Homes and the completion figures include housing totally rehabilitated by associations.
