Mr. Sillars

To ask the Secretary of State for Foreign and Commonwealth Affairs how often the United Kingdom Government have participated directly in negotiations with the Soviet Union with the objective of securing a treaty for the reduction or elimination of strategic nuclear weapons.

We have not participated in such negotiations. We have, however, made it clear that if United States and Soviet strategic arsenals were to be very substantially reduced, and if no significant change had occurred in Soviet defensive capabilities, Britain would want to review her position and to consider how best she could contribute to arms control in the light of the reduced threat.
