To ask the Secretary of State for Social Security whether, in establishing a single budget to cover the costs of care, he proposes to take account of the existence of the independent living fund and allow it to continue funding individual disabled people to enable them to buy in the personal care they need to avoid institutionalisation.

Mr. Scott

The independent living fund has been very effective in its current form. Clearly, we will need to consider, and if necessary discuss with the trustees, whether the Government's proposals for the future organisation and funding of community care call for any adjustment to the fund.
