§ Mrs. ChalkerI have told the ambassador that we understand from the National Planning Department in Bogota (the agency with which our aid programme in Colombia is agreed), that it did not intend to ask for our help in this project at this stage. But I have asked our embassy to discuss the ambassador's proposals further with the National Planning Department, to see whether it would wish to give them higher priority in future years.
