§ Mr. Norman LamontBusiness investment rose by an average of 7.3 per cent. a year between 1980 and 1988, faster by far than all the other major economies except Japan. This represents a major improvement on our position in 1970–80 when we had one of the lowest rates of investment growth relative to our major competitors.
