To ask the Secretary of State for Foreign and Commonwealth Affairs if he will reconsider his decision forcibly to repatriate Vietnamese boat people from Hong Kong.

There is unanimous international agreement that those who are not refugees should return to Vietnam. It is universal practice for non-refugees to be repatriated to their country of origin. Involuntary repatriation to Vietnam will go ahead only if there are assurances from the Vietnamese Government that they will not be persecuted and there is independent monitoring of their condition.
