§ Mr. Atkins[holding answer Monday 27th November 1989]: The Government's policy is to support worthwhile investment in both public transport and roads. Investment in public transport is supported in its own right and where it is a more cost-effective way of dealing with transport problems than road improvements or traffic management measures.
