Mr. Malcolm Bruce

To ask the Secretary of State for the Environment what is his policy on the statement in the Pearce report that unfettered free markets will not solve environmental problems.

Mr. Trippier

The Pearce report suggests thatunfettered markets will tend to over-use the services of natural environments". The correction to this tendency is to be sought by proper and appropriate valuation and pricing of these services together with effective regulation and monitoring.

To ask the Secretary of State for the Environment when he will be in a position to review his detailed response to the recommendations within the Pearce report.

Mr. Trippier

The detailed response to the Pearce report will be an integral part of the work leading up to the publication of the White Paper on the environment in the autumn of next year.
