§ Mr. LuceI refer my hon. Friend to my announcement on 16 November about the new three-year arts programme, which followed directly on the Chancellor of the Exchequer's Autumn Statement and the public expenditure programmes it contained. My new programme allows for growth on 24 per cent. over the years to 1992–93.
