§ Mr. ChopeThe community charge transitional relief scheme will contain special provision for disabled people who are not former ratepayers or the partners of former ratepayers. A person will be regarded as disabled for the purpose of this scheme if he or she is in receipt of attendance allowance, mobility allowance, mobility supplement, invalidity pension, or severe disablement allowance; or is registered blind.
