To ask the Secretary of State for the Environment if he has reached conclusions on definitions on disability for community charge concessions and, in particular, with reference to blind people; and if he will make a statement.

Mr. Chope

The community charge transitional relief scheme will contain special provision for disabled people who are not former ratepayers or the partners of former ratepayers. A person will be regarded as disabled for the purpose of this scheme if he or she is in receipt of attendance allowance, mobility allowance, mobility supplement, invalidity pension, or severe disablement allowance; or is registered blind.
