To ask the Secretary of State for the Environment, what is his estimate of the numbers of adult residents of(a) each London borough and (b) each district council likely to be entitled to the maximum rebate, during the first year of operation of the community charge in England and Wales; and if he will express these figures as a proportion of the estimated population of each local authority liable to community charge.
