§ The Prime MinisterThe Government continue to receive many representations on the community charge which is increasingly being recognised as a fairer alternative to domestic rates. It also relates to ability to pay where it matters most. A total of 9.5 million community charge payers are expected to be eligible for rebates. Most local authorities have welcomed the arrangements for transitional relief announced last month.
