To ask the Secretary of State for Foreign and Commonwealth Affairs what is his practice on the provision of financial assistance for projects which have not been the subject of tendering procedures; and if he will make a statement.

Where, exceptionally, contracts have been let without competitive tendering, the ODA has sought to ensure value for money in other ways, including, where appropriate, a detailed review of the contract price.
