§ Mr. MoynihanThe total provision for the urban programme in 1989–90 is £260 million. A total of £246 million was allocated to local authorities—and district health authorities within those areas. The remainder was topsliced for the Merseyside special allocation, residual traditional urban programme commitments, low attaining pupils programme and research.
