Mr. Dalyell

To ask the Secretary of State for the Environment if he will make a statement on British participation at the CITES conference at Lausanne in relation to the American proposals on reviews of research proposals in relation to ivory, fur and reptile skins.

Mr. Heathcoat-Amory

None. I understand, however, that the Japanese Government have indicated that they fully support the decision of the CITES conference to transfer the African elephant from appendix II to appendix I of the convention, and have no intention of entering a reservation.

To ask the Secretary of State for the Environment what contacts he has had with Japan over the honouring of the CITES Lausanne agreement.

Mr. Heathcoat-Amory

The proposals were not discussed in any of the formal conference sessions. We will study the results of any such work with interest in consultation with our scientific advisers.
