§ Mr. FreemanUltimately, district health authorities will be funded on broadly the same basis as regional health authorities, although district allocations may need to take account of additional factors which reflect local circumstances. Regional health authorities will be expected to manage a smooth and careful transition to the new arrangements for funding districts, over a period of several years.
