To ask the Secretary of State for Wales what is his estimate of the additional cost on district councils in Wales which would arise from the full implementation of the proposals in the Government's White Paper entitled "Action on Litter", and if he will make a statement.

We have made no specific estimate. We do not think that the cost of the proposals set out in the consultation paper need impose a major burden an local authorities since cleaning and other anti-litter measures are already an important part of their day-to-day activities.

In so far as there might be some additional cost, as with all new duties on local authorities, Ministers will take these into account in their deliberations on the revenue support grant.
