§ Mr. Kenneth ClarkeI have been seeking to conclude a revised voluntary agreement with United States Tobacco International, without prejudice to my decision on whether to ban oral snuff, for some considerable time. On 6 October I wrote to Jack Africk the President of United States Tobacco, enclosing a copy of a new agreement which I had signed, for his signature. So far I have received no reply.
