§ Mrs. Gillian ShephardIt is not possible to estimate the number of adult residents in each local authority area who will be entitled to maximum community charge benefit in 1990–91. Current estimates suggest that, in Great Britain as a whole, between one quarter and one third of those liable to pay the full community charge will be entitled to community charge benefit.
