To ask the Minister for the Civil Service under what circumstances, and on whose authority, civil servants are permitted to participate in the deliberations of the Centre for Policy Studies; whether they are allowed to advise that body; and whether that body makes any payment for the professional expertise provided by such civil servants.

Guidance on the circumstances in which civil servants may attend or participate in activities organised by outside bodies such as the Centre for Policy Studies is set out in chapter 6 of the personnel management handbook, which also covers the question of payment. Copies of the handbook are available in the House Libraries.
