§ Mr. Peter MorrisonEnergy efficiency is primarily a matter for individual consumers. The Energy Efficiency Office will continue to provide help and guidance to consumers, to improve their energy management and to encourage the energy efficiency industry. For Government Departments, where the Government have direct responsibility for energy use, we announced a framework for securing energy savings rising to £45 million per year, equivalent to 15 per cent. of their energy bills, over five years.
