The Privy Council Office accommodates the Leaders of both Houses, the departments of the Clerk of the Privy Council and of the Judicial Committee of the Council. It would be impossible for those concerned to discharge their responsibilities to the sovereign and to Parliament if the office were to be located outside central London.
