§ Mr. Allen McKayTo ask the Secretary of State for Social Security if, upon the creation of agencies providing his Department's operations, all existing Civil Service staff will be transferred to those agencies with at least existing salary scales, promotion prospects and conditions of service.
§ Mrs. Gillian ShephardThe staff of agencies will remain civil servants and members of the Department. We have not so far identified the need for any changes in conditions of service: if we do so, any such changes will be introduced only after the appropriate consultation with staff and their representatives.
