§ Mr. ChopeNo, but my right hon. Friend intends to amend the legislation by order to enable anyone who is in receipt of attendance allowance, or constant attendance allowance, and who is severely mentally impaired to be exempt from the community charge. This will enable people suffering from degenerative disorders such as Alzheimer's disease to qualify for exemption.
